European Union High Representative for Foreign Affairs and Security Policy Josep Borrell commented on the International Court of Justice's ruling that Israel must stop the Rafah offensive in Gaza, stating that the EU will have to choose between "support for international institutions and the rule of law and our support of Israel."

Speaking at an event, Borrell said the EU has not been able to find a "unified position" on Israel. He added he will have to "push for a consensus" ahead of an EU meeting with top diplomats from Saudi Arabia, Jordan, Egypt, the United Arab Emirates, and Qatar next week. He insisted there is no military solution to the Middle East crisis and that a political solution requires the engagement of the international community, including the EU.
