CIA: Putin doesn’t believe he can afford to lose

Director of the Central Intelligence Agency (CIA) William Burns stated on Saturday that there is no "practical evidence at this point" that Russia is planning to use nuclear weapons, although he stated that the intelligence community "can't take lightly" the possibility of their use. He also warned that Russian President Vladimir Putin "has staked a lot on this second phase of what is an incredibly ugly and brutal offensive."

"He's in a frame of mind in which he doesn't believe he can afford to lose. I think he's convinced right now that doubling down still will enable him to make progress," Burns estimated.
