President of the United Nations Biodiversity Conference (COP15) Huang Runqiu said on Sunday that parties have taken "solid steps towards success" to adopt a framework at the summit's conclusion on Monday. "In the last two days, we will focus on a few issues. Once breakthroughs are made on these issues, we can have a framework," said Huang, who is also China's minister of ecology and environment.
"We must race against time, face up to the causes of biodiversity loss, and take reform measures in production, consumption and trade. We must also establish scientific methods to measure the natural costs of economic activities, mobilize as many resources as possible and set up implementation mechanisms and national action plans to make an ambitious and realistic framework work," Huang stressed.
