The European Council approved the second €4.2 billion payment under the Ukraine Facility on Monday. The first tranche of grants and loans worth a total of €50 billion was disbursed in August.
The Council said Ukraine will use the funds to support its macro-financial stability and the functioning of its public administration, noting that Kiev has satisfied the necessary conditions and reforms envisaged in the country's path toward EU membership. The Council also noted the "difficult fiscal situation" in Ukraine and urged a rapid allocation of the payment.
