The European Council announced on Monday sanctions against six persons involved in cyberattacks in the European Union and Ukraine. It said the measures targeted "cybercriminal actors that use ransomware campaigns against essential services, such as health and banking" for the first time.
The new sanctions listings include two members of the Callisto group, an organization of Russian military intelligence officers carrying out "sustained phishing campaigns intended to steal sensitive data in critical state functions." The sanctions also include two members of the Armageddon hacker group supported by the Russian Federal Security Service and two persons linked to the Russian Wizard Spider group, which is "responsible for significant economic damage" in the EU. "With these new listings, the EU and its member states reaffirm their willingness to step up efforts to provide a stronger and more sustained response to persistent malicious cyber activities targeting the EU, its member states and partners," the Council said.
