In November, the European Commission proposed the establishment of international tribunal for war crimes in Ukraine under the auspices of the United Nations. However, the initiative did not garner support of the European Union's foreign ministers. Russia's Permanent Representative to the UN Office in Geneva, Gennady Gatilov, argued that the creation of the tribunal under the auspices of the UN would require the consent of the organization's Security Council, without which the planned "tribunal on Ukraine" is impossible.
