The JCS warned that balloons may reach the capital city of Seoul and the surrounding Gyeonggi Province.

Since late May, Pyongyang has launched thousands of trash-filled balloons toward South Korea in response to spreading anti-Pyongyang leaflets by South Korean activists. Seoul decided no to shoot down the balloons due to security concerns.
