Polish Prime Minister Donald Tusk said on Monday that after talking with French President Emmanuel Macron, German Chancellor Friedrich Merz, Italian Prime Minister Giorgia Meloni, Finland's President Alexander Stubb, the United Kingdom's Prime Minister Keir Starmer, and European Commission President Ursula von der Leyen, the European leaders have developped a "common position" that they will not accept Russia's conditions for ending the conflict, assuming they involve "the occupation of Ukrainian territories."
"The position of European countries developed over the past few dozen hours demonstrates that Europe remains united in its approach to future negotiations and their outcomes. State borders cannot be changed by force. A war started by Russia cannot benefit it simply because it is the aggressor," Tusk told reporters after being asked about the upcoming meeting between United States President Donald Trump and his Russian counterpart Vladimir Putin.
The European leaders also previously stated that the path to peace "cannot be decided without Ukraine."
