White House Press Secretary Karoline Leavitt told reporters on Tuesday that United States President Donald Trump is "committed to both tax cuts and spending cuts."

"He has a great team negotiating on his behalf but there's no better negotiator than Donald Trump," she stressed, answering a reporter's question about Trump's willingness to negotiate spending cuts that some GOP members of Congress want to be implemented. "I'm sure he'll be involved in this reconciliation process as it moves forward."

Speaking about the announced federal grants and loans freeze, Leavitt said that it is not a blanket pause to all federal assistance, describing it as temporary and not inclusive of food stamps and welfare benefits. At the same time, she did not confirm whether Medicaid users will be affected by the funding halt.
