China is a "competitor" with the "means, resources and commitment" to overtake the United States as the global technological leader if "we don't up our game," US National Security Advisor Jake Sullivan said on Monday.
Tech investments are also needed to mitigate the risks to American national security, Sullivan added at a virtual meeting with President Joe Biden and other government officials and business executives.
Passing the CHIPS Act in Congress is essential for the domestic semiconductor supply and the country's "defense, intelligence and strategic sectors," Sullivan underlined.
