The Foreign Minister of the separatist Luhansk People's Republic (LPR) Vladislav Deinego said on Thursday that international observers "from any country" can participate in the upcoming referendum on joining Russia. He added that, in the LPR's previous elections, "a number of foreign countries were represented" including Norway, but that the OSCE Office for Democratic Institutions and Human Rights refused to take part.
"During the referendum, of course, special attention will be paid to ensuring that the international community can send observers here and through them monitor the democratic nature of this process, the legitimacy of everything that is happening," Deinego told Tass.
