Vasily Golubev, the governor of the Rostov region in Russia bordering Ukraine, said on Friday that 15 people were injured after an explosion in the city of Taganrog.
A rocket exploded near a cafe in the center of the Azov Sea port city, according to Golubev's post on Telegram. All individuals who sought medical assistance suffered minor injuries, he specified.
The Russian Defense Ministry later revealed that "the Kiev regime carried out a terrorist attack" using a converted S-200 air defense system anti-aircraft missile that was detected and shot down by Russian forces. However, fragments from the Ukrainian missile "fell on the territory of Taganrog," the ministry added.
