Russian and Ukrainian forces are fighting their most "difficult" battles in the Bakhmut district of Donetsk, according to Lugansk Governor Serhiy Haidai.
The official also said that constant fighting is going on in the area of the Lysychansk Refinery. "The Russian army cannot break through the defense of the Armed Forces," he noted.
According to Haidai, Kiev has given an order to open humanitarian headquarters for displaced persons in each region, adding that approximately 320,000 people left Luhansk since Russia launched its military operation.
