Dutch Prime Minister Mark Rutte told reporters on Friday that the chances of the European Union agreeing a coronavirus recovery deal at this week's meeting is "under 50%."
The Netherlands is one of the states opposing the €750 coronavirus aid package proposed by France and Germany. However, Rutte insisted he is not a "bad guy" but just wants to see reforms.
Earlier, France expressed confidence a recovery fund deal can be agreed this week, while Germany said it hopes an agreement is reached by the end of July.
