United States President Donald Trump signed the "America First Investment Policy" memo to "fast-track" the process of facilitating investment from US allies and partners while blocking investment by China and people affiliated with it.

"The United States will create an expedited fast-track process, based on objective standards, to facilitate greater investment from specified allied and partner sources in US businesses involved with US advanced technology and other important areas," the memo states, adding that the process would allow increased foreign investment while subjecting it to "appropriate security provisions" which include the requirement that "specified foreign investors avoid partnering with US foreign adversaries."

Additionally, the memo promises to use "all necessary legal instruments, including the Committee on Foreign Investment in the United States (CFIUS)" to prevent people affiliated with China from investing in US "technology, critical infrastructure, healthcare, agriculture, energy, raw materials, or other strategic sectors."
