Defense Secretary Penny Mordaunt also announced her departure following Johnson's first speech as prime minister outside Downing Street.
The trio's resignations add to a growing list of ministers who are following May in leaving No. 10. De facto Deputy Prime Minister David Lidington and Chancellor of the Exchequer Philip Hammond are among the high-profile figures to have resigned in the last few days.
