European Union High Representative for Foreign Affairs and Security Policy Kaja Kallas stated at the Munich Security Conference 2025 on Friday that Russian President Vladimir Putin does not truly seek peace in Ukraine.

When asked why she believes the leader will not adhere to the ceasefire deal if one were reached, Kallas pointed to the drone attack on Chernobyl’s Nuclear Station 4 reactor confinement allegedly committed by Moscow forces today. Ukrainian President Volodymyr Zelensky claimed that the Chernobyl shield suffered "significant" damage, accusing Russia of being "the only state in the world" capable of attacking nuclear power plants.

Kremlin spokesperson Dmitry Peskov dismissed these claims, stating that such assertions were likely a "provocation and fabrication" by the Kiev government.
