The British defense ministry on Sunday said that Russian President Vladimir Putin chaired a complete session of the nation's Security Council on Wednesday, for the first time since October of last year.
The meeting was led by Russian Interior Minister Vladimir Kolokoltsev and it focused on law enforcement, public order, and reconstruction of the areas of Ukraine that Russia annexed.
The ministry said it believes that the Kremlin's choice of Kolokoltsev as the main speaker is an attempt to depict the situation in conquered regions as being stable, whereas in fact, "much of the area remains an active combat zone, subject to partisan attacks, and with extremely limited access to basic services for many citizens.''
