Appeals court rejects Trump admin's bid to resume spending freeze

The Boston-based 1st United States Circuit Court of Appeals rejected an emergency bid by President Donald Trump's administration to pause a lower court's order that temporarily stopped a freeze in federal funding.

In its ruling, the court said that the "defendants do not cite any authority in support of their administrative stay request or identify any harm related to a specific funding action or actions that they will face without their requested administrative stay." US District Judge John McConnell ordered the Trump administration last month to lift a massive spending freeze on federal programs.

The ruling added that both parties may file additional arguments "in support of their positions on the motion for a stay pending appeal in this court by 5:00 PM on Thursday, February 13."
