High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell said on Monday that the EU foreign ministers did not agree on sanctions on Russian oil at their meeting earlier in the day. He reiterated that "nothing is off the table" and that the bloc will continue discussing the next package of measures, noting the "asymmetric shock" different member states are facing in terms of energy, but also housing Ukrainian refugees.
Borrell also insisted that the Russian military is to blame for global food scarcity. "Russia is provoking hunger in the world... stop blaming the sanctions," he said, explaining that Russian forces are bombing Ukrainian wheat storage facilities and that there is a "big number of ships" carrying agricultural exports that cannot leave Ukrainian ports.
