South Korean Defense Minister Shin Won-sik warned on Thursday that North Korea could cause some kind of provocation to its neighbors to distract its people from national crises.

"There is a high possibility that North Korea could carry out provocations to divert internal complaints related to its food shortage and economic crisis to the outside world," Shin said during an online meeting with the heads of various branches of the South Korean military.

Therefore, Shin urged the army to be prepared for possible provocations Pyongyang could stage. "Although some believed North Korea could change, it turned out to be total fantasy and false belief," Shin remarked. "While the enemy has never changed, we have unilaterally been on the defensive."
