EU High Representative for Foreign Affairs and Security Policy Josep Borrell told journalists on Monday that for the time being the European Union is not initiating any new sanctions against Russia.

Borrell unequivocally said that "the process of deciding about sanctions is a complex one" and that a joint accord of all member states and EU allies is necessary before any new measures are implemented.

The question itself came after the United States' recent evacuation of its embassy staff from Ukraine, with the reasons for this being cited by the US State Department as "increased threats of Russian military action."
