"There were failures of leadership and judgment by different parts of No 10 and the Cabinet Office at different times" regarding Downing Street and Whitehall parties held over a 20-month period, according to United Kingdom senior civil servant Sue Gray's report about the incidents released on Monday.
"Some of the events should not have been allowed to take place. Other events should not have been allowed to develop as they did," the report continued. "Some staff wanted to raise concerns about behaviours they witnessed at work but at times felt unable to do so," it was also said in the report.
Gray investigated 16 gatherings that were held in UK government buildings on 12 different dates during the coronavirus pandemic while measures to limit it from spreading were in place in the country. The London police are investigating events held on eight of the 12 dates and have previously asked Gray to make "minimal reference" to the incidents they are looking into. UK Prime Minister Boris Johnson has so far been resisting calls for his resignation over the scandal.
