President of the European Commission Jean-Claude Juncker stated on Monday that the EU has not reached a complete agreement with the United Kingdom regarding the country's departure from the bloc despite the best efforts and progress in all areas. Speaking at the joint press conference alongside UK Prime Minister Theresa May, Juncker claimed that "this is not a failure" since differences between the two sides are "being narrowed," and expressed confidence that a deal will be reached before next week's summit.
On the other side, UK Prime Minister Theresa May stated that the two sides have been negotiating in good faith but there are still a couple of issues where differences persist. However, she expressed confidence that differences will be overcome, enabling EU and UK to move on top the next phase.
