Borrell: Europe must think of its deterrence capacity

High Representative of the European Union Josep Borrell stressed on Tuesday that after the invasion of Ukraine by Russia, Europe needs to increase its deterrence capacity.

During the extraordinary plenary session on the Russian aggression against Ukraine, Borrell emphasized the need "to think about the instrument of coercion, retaliation, and counterattack, in the face of reckless adversaries. Because all we need to understand is that to make peace, we need to be two. But to make war is enough to be one."

He also mentioned that Europe has to adjust the means and anticipate its responses to this sort of crisis. He added that one of the lessons of this situation is that the bloc has to think more "strategically."
