United States National Security Council (NSC) Coordinator for Strategic Communications John Kirby previously underlined that there are "no indications" that Kiev was involved in the attack that happened earlier in the evening, stressing that Washington does not "encourage or enable Ukraine to strike inside Russia." It was previously confirmed by Moscow's mayor Sergey Sobyanin and Federal Security Service (FSB) that there were multiple casualties in the attack. Russia's Investigative Committee announced that it opened a "criminal case for a terrorist attack" into the Crocus City Hall shooting.
